Aventura is the one city on this list where the interesting question is not what the city allows. Its housing stock is overwhelmingly mid- and high-rise condominium; true single-family homes are a minority, concentrated in a handful of gated enclaves. That matters legally, because Florida's new synthetic turf standard is written for single-family residential property of one acre or less. For most Aventura addresses it simply does not apply, and your association keeps full control of any balcony, terrace or common-area turf.

What the City of Aventura says about turf
Permitted by use, not as lawn

Aventura permits artificial turf by enumerated use rather than generally. Rooftop and above-ground terraces and pool decks in residential and non-residential development are expressly on the list, along with sports fields, playgrounds and roadway medians in areas of flooding and drainage concern. A general at-grade residential lawn is not. The material must be certified by the manufacturer, in a manner acceptable to the city, as permeable, bacteria- and heat-resistant, with non-toxic backing that can go to a regular landfill at end of life.
Artificial Turf: May be used as a playing surface for public and private sports recreation fields, roadway medians in areas of flooding and drainage concerns, playgrounds, rooftop or above ground terraces and pool decks in residential and non-residential development when such turf material is certified by the manufacturer in a manner acceptable to the City as permeable, bacteria- and heat-resistant and has backing made of non-toxic materials such that it may be disposed of in a regular landfill site at the end of its lifecycle.

Read directly from Municode. This is a permitted-use list, so the question for any given project is whether your use is on it: a terrace or pool deck is, an ordinary front lawn is not. The 2026 state standard does not help most Aventura addresses, because it is written for single-family property and does not reach condominium associations at all.
The statewide rule that sits over all of this
Since , Florida has set minimum standards for synthetic turf on single-family lots of one acre or less, and a local government may no longer prohibit an installation that complies with them. Where that applies, it sits over whatever the City of Aventura says above — though your local government may still require a building permit to confirm you met the standard.
Two limits decide whether it reaches you at all: the lot must be single-family and one acre or less, and the rule does not touch condominium associations. It does not touch your HOA either. § 125.572 binds local governments, not private covenants, and the separate protection in § 720.3045 only reaches turf that is not visible from your frontage, an adjacent parcel or a community golf course — which is to say, not front-yard turf.

What actually changes a turf job in Aventura
Site conditions specific to this place, rather than the same paragraph with the city name swapped.
Most installs here are above ground level
Balconies, terraces and rooftop decks, laid over existing structural slab rather than excavated subgrade. The build is a drainage layer and a secured perimeter, not base rock and compaction, and the weight of infill on a balcony is a question for the building, not the installer.
The city already says yes to terraces and pool decks
Sec. 31-221(g)(2)g names rooftop and above-ground terraces and pool decks explicitly, which is exactly the Aventura product. The constraint that actually binds is private: condominium associations operate under Chapter 718, and neither the 2026 state turf rule nor the HOA protection in § 720.3045 constrains them. Written approval from the association comes before the quote is worth much.
Salt air and wind exposure
Aventura sits between the Intracoastal and the ocean. High-floor terraces take sustained wind, which changes how a perimeter has to be secured, and salt exposure is a factor in what hardware is specified.
Service access runs through the building
Material moves through a loading dock, a service elevator and a booked window, not a side gate. That is a scheduling constraint your installer needs to know about before quoting, and associations often require a certificate of insurance on file first.
HOA and association review
Condominium association approval is the practical gatekeeper for the large majority of Aventura addresses, and it is the one authority the new state law leaves entirely intact.
If this is not a single-family property
Sec. 31-221(g)(2)g is the one provision on our city pages that names non-residential development out loud: it permits turf on rooftop or above-ground terraces and pool decks in residential and non-residential development, and names sports recreation fields and playgrounds. On a commercial or association-owned parcel you are outside the 2026 state rule altogether, because it is written for single-family property.
