Doral is the most permissive city on this list and says so in the code: artificial turf may be installed in front, rear and side yards in single-family and MF-1 districts. It is also the only Miami-Dade municipality we found that writes homeowner-association approval into the zoning code itself, and the only one that declares turf to be 100 percent pervious area. Landscape permit plans must state percolation rates, rubber infill is barred outside institutional recreational use, and the material must be lead-free.

The use of artificial turf is permitted subject to obtaining homeowner association and city approval, and meeting and maintaining compliance with the provisions of this subsection.

Read directly from Municode, code current to 28 July 2026 (Ord. 2015-10, amended 2021-15 and 2022-11). Doral needed no help from the 2026 state standard on placement. It already permitted front yards. Note the state rule is stricter than Doral on infill: it bars rubber and synthetic infill outside playground footprints statewide, with no institutional carve-out.

The statewide rule that sits over all of this

Since , Florida has set minimum standards for synthetic turf on single-family lots of one acre or less, and a local government may no longer prohibit an installation that complies with them. Where that applies, it sits over whatever the City of Doral says above — though your local government may still require a building permit to confirm you met the standard.

Two limits decide whether it reaches you at all: the lot must be single-family and one acre or less, and the rule does not touch condominium associations. It does not touch your HOA either. § 125.572 binds local governments, not private covenants, and the separate protection in § 720.3045 only reaches turf that is not visible from your frontage, an adjacent parcel or a community golf course — which is to say, not front-yard turf.

What actually changes a turf job in Doral

Site conditions specific to this place, rather than the same paragraph with the city name swapped.

  • The code itself sends you to your HOA first

    Sec. 71-225(a) conditions the use of artificial turf on obtaining homeowner association *and* city approval. No other Miami-Dade municipality we found does that. Given that Doral is dominated by master-planned communities — Doral Isles, Islands at Doral, Downtown Doral, Doral Colony — this is not a formality: association review is a codified prerequisite, and the state preemption does not touch it.

  • Flat lots, little mature canopy

    Doral was largely built out after 2000 on flat, filled land. Compared with Coconut Grove or Pinecrest there is little mature tree canopy to work around, which removes the drip-line problem that constrains installs elsewhere in the county.

  • Turf counts as 100 percent pervious here

    Sec. 71-227(a)(9) requires a permeable backing or subbase that contributes to stormwater drainage and then states that artificial turf "shall be considered as 100 percent pervious area", with permeability equal to or greater than natural grass. That is the opposite of how Pinecrest treats the same material, and it is why a Doral turf area does not eat into an impervious-surface allowance. Landscape permit plans have to carry percolation rates, so the drainage claim is checkable.

  • Golf-course frontage

    Lots backing onto course frontage carry their own association rules about visible surfaces and edging, separate from the city code. Putting greens are common here and are built as their own system, not as a lawn.

HOA and association review

Assume HOA architectural review applies. In Doral it is usually the binding constraint, and the state turf rule does not preempt it.
