In the VR, VE, IR and PS districts, artificial turf may not be installed in a front yard of any lot or in the street-side yard of a corner lot. The same front-yard and street-facing side-yard prohibition applies in all other districts except public recreation and government use. A village permit is required before any installation.
Within the VR, VE, IR and PS Districts, Artificial Turf shall not be permitted to be installed within a Front Yard of any Lot, or within a Street Side Yard of a Corner Lot.

The statewide rule that sits over all of this
Since , Florida has set minimum standards for synthetic turf on single-family lots of one acre or less, and a local government may no longer prohibit an installation that complies with them. Where that applies, it sits over whatever the Village of Key Biscayne says above — though your local government may still require a building permit to confirm you met the standard.
Two limits decide whether it reaches you at all: the lot must be single-family and one acre or less, and the rule does not touch condominium associations. It does not touch your HOA either. § 125.572 binds local governments, not private covenants, and the separate protection in § 720.3045 only reaches turf that is not visible from your frontage, an adjacent parcel or a community golf course — which is to say, not front-yard turf.

Seawalls and shoreline setbacks
The code requires turf next to a seawall to be pinned or staked behind it, and prohibits attaching anything to the seawall or its cap. Separately, the state rule requires a ten-foot setback from a waterbody unless a physical barrier is present. On a barrier island, both apply to a lot of properties.
Prescribed installation detail
Seams must be nailed and glued rather than sewn, the surface must be visually level with the grain running one direction, a solid barrier such as a concrete mow strip or bender board must separate turf from soil and live vegetation, and the backing must be permeable.
