Artificial turf may be installed in any zoning district except estate residential (ER), single-family residential (SR), neighborhood residential (NR), conservation (CON) and water use (WU). Within ER, SR and NR it is permitted only as a decorative element in a residential driveway: strips no wider than six inches, no more than 25 percent of the driveway surface, and counted as impervious area. A town permit is required, and the material must be lead-free and installed to the manufacturer’s specifications.

Where that applies, it sits over whatever the Town of Cutler Bay says above — though your local government may still require a building permit to confirm you met the standard.
